“Promise.lk and Rainbowpages Announce Strategic Partnership to Strengthen Sri Lanka’s e-Government Procurement (e-GP) System

The Department of Public Finance of the Ministry of Finance, Planning and Economic Development, Sri Lanka (DPFMoF), and Sri Lanka Telecom (Services) Limited (SLT-SERVICES), a subsidiary of the SLT-MOBITEL Group, have entered into a strategic partnership to enhance Sri Lanka’s e-Government Procurement (e-GP) system through the integration of Promise.lk with RainbowPages.lk.

This collaboration aims to strengthen the overall supplier ecosystem of the government by enhancing supplier availability, expanding and verifying the supplier base, improving data accuracy, for supporting robust governance practices in public procurement ultimately fostering a more transparent, credible, and efficient business environment.

Promise.lk, an initiative by the Department of Public Finance, is a step forward in making public procurement more transparent and efficient through digital transformation. At the same time, RainbowPages.lk, Sri Lanka’s National Business Directory operated by the SLT-MOBITEL Group, serves as a trusted database of verified suppliers catering to both public and private sector needs. RainbowPages.lk will integrate its verified vendor data into Promise.lk, ensuring that suppliers bidding for government tenders meet stringent verification standards through this strategic partnership. By simplifying procurement processes and ensuring accurate supplier information, this initiative aims to strengthen good governance, encourage fair competition, and make the public procurement system more efficient and reliable for everyone involved.

The Department of Public Finance of the Ministry of Finance, Planning and Economic Development (DPFMoF) will play a pivotal role in facilitating the seamless integration of vendor data between RainbowPages.lk and Promise.lk. It will establish technical guidelines for data exchange, uphold the integrity and security of vendor information, and provide an interface for SLT-SERVICES to periodically validate supplier registrations. Additionally, DPFMoF will actively promote the partnership through the Promise.lk platform, encouraging vendors to obtain verification via RainbowPages.lk to enhance their credibility in government tenders.

Sri Lanka Telecom (Services) Limited (SLT-SERVICES) will ensure the accuracy and completeness of vendor data before integration into Promise.lk. It will conduct physical business verifications and issue certifications to validated suppliers, reinforcing the reliability of the procurement system. Furthermore, SLT-SERVICES will provide continuous data cleansing and validation support, maintaining a high-quality supplier database while adhering to data protection laws and regulatory standards.

This partnership represents a significant step forward in Sri Lanka’s digital transformation journey, reinforcing a secure and credible supplier database for government procurement. By integrating RainbowPages.lk’s supplier verification services with Promise.lk, the initiative will enhance trust and accessibility for businesses looking to engage in public sector projects and procurements.

Reaffirming SLT-SERVICES’s commitment to supporting the government’s digital initiatives, Mr. Upul Manchanayake, Chief Officer (Digital Services) of SLT-SERVICES stated, “Our expertise in business directory management and supplier verification will help strengthen Promise.lk’s capabilities and create a robust procurement ecosystem for Sri Lanka.”

With this strategic integration, businesses registered on RainbowPages.lk will gain increased visibility on Promise.lk, enabling them to participate more effectively in government tenders. Simultaneously, government agencies will benefit from a more accurate and verified supplier base, improving procurement outcomes. This Memorandum of Understanding (MoU) sets the stage for continued collaboration, with future enhancements anticipated in data analytics, procurement insights, and digital marketplace services.
